Healthy Tomorrows Partnership for Children Program (Exp. March 17, 2025)

Purpose

The purpose of the Healthy Tomorrows Partnership for Children Program (HTPCP) is to support community-based projects that promote access to preventive clinical and public health services for underserved children.  Overseen by the Health Resources and Services Administration (HRSA) through its Maternal and Child Health (MHC) Bureau, the Program focuses on child and adolescent health in one or more of the following areas:
  1. Children’s behavioral health screening and referrals.
  2. Children’s immunizations.
  3. Adolescents’ well-visits.

 

Eligible Entities

The following types of organizations are eligible to apply for funding:
  • State, county, city, township or special district governments, including those in the District of Columbia, domestic territories, and the freely associated states.
  • Independent school districts
  • Nonprofits with or without 501(c)(3) IRS status, other than institutions of higher education
  • Public and private institutions of higher education
  • For profit organizations other than small businesses
  • Small businesses
  • Native American tribal governments and organizations

 

Eligible Activities

Eligible activities to be carried out during the five-year project period include the following:
  • Implement an evidence-informed or evidence-based preventive clinical or public health community-based project with at least one measurable outcome that aligns with your selected child health topic.
  • Build or strengthen at least three partnerships with maternal and child health (MCH) programs, including one partnership with a HRSA Title V Maternal and Child Health Services Block Grant recipient.
  • Participate in MCHB technical assistance activities, including but not limited to recipient calls, which will take place at least quarterly, and a technical assistance visit during the period of performance.
  • Establish and run an advisory board to guide project design, implementation, evaluation, reporting, and sustainability.
  • Develop a sustainability plan that ensures Maternal and Child Health (MHC) population improvements do not end when federal funding runs out, and that includes at least three community partnerships and at least one funding strategy.
