The Federal Energy Management Program (FEMP) established the U.S. Department of Energy (DOE) Qualified List of Energy Service Companies (ESCOs) in accordance with the Energy Policy Act of 1992 and 10 C.F.R. 436. The DOE Qualified List of ESCOs is composed of about 100 firms that have submitted applications and have been approved by the DOE qualification review board.
Companies approved for the DOE Qualified List of ESCOs may compete for energy savings performance contracts (ESPCs) with federal agencies. However, the list also provides an excellent resource for state and local public or private entities, including schools, with interest in reducing the cost of energy in their annual budget.
The DOE Qualified List evaluation process is intended as a preliminary, baseline review of an Energy Service Company's technical and financial capabilities. Federal agency contracting officers determine the award of Energy Savings Performance Contracts based on the requirements and evaluation criteria of each specific procurement opportunity, and the extent to which the technical capabilities, staff, management, experience, and price of the responding ESCOs align with those requirements.
Companies that comprise the list, therefore, are particularly qualified to provide savings through more efficient use and/or management of energy. State and local government and private-sector users of the list are encouraged to review ESCOs' technical capabilities and experience to determine consistency with their particular needs.
